Many of the characters have flashlights. But it is twenty years into the post cataclysmic world and batteries (Ds, Cs, AAs, AAAs, etc.) drain (and corrode) over time when not used. So, too many people have functioning flashlights (at least more than any realistic and possible source could supply).
