Notice that when Norman stops painting the motel yellow how it's at his level (Approximately 6 feet up from the ground but later on we see the yellow at a much higher level with the old grey paint everywhere within Norman's reach as if he hadn't painted it all. Plus the painted yellow parts the second time around would have required Norman using a ladder which we at no time see him do.
