The beginning of the movie has the characters in Ohio fleeing S.H.I.E.L.D., engaging in a gunfight, and escaping in a very small plane. Not only would the airplane have to stop to refuel at least once between Ohio and Cuba, but they would be in US airspace for over a thousand miles, and be trackable the whole time on radar. That opening scene takes place a year after the events of Captain Marvel, so S.H.I.E.L.D. already has aircraft that could easily intercept and shoot down the single-engine airplane. However, the Soviet Union or the operators of the Red Room may have developed its own technology that can somehow cloak small aircraft, given that they also managed to replicate the super-soldier serum first used on Captain America.
