At the Brethren Court, Barbossa declares "Present your piece of Eight and the right to be heard". Elizabeth does not have Sao Fang's token. Because of this she can neither vote nor have a voice at the gathering.
And because Calypso was bound using 9 pieces of Eight and Elizabeth doesn't have 1, Calypso cannot be released.
