When Lt. General Ross (according to the rank on his collar) removes the vial from the dry ice storage, its content is not frozen solid. Several chemical compounds remain liquid well below the temperature of dry ice (-78 C); the record-holder N,N-diethylmethylamine doesn't freeze (if barely) even when stored in liquid nitrogen (-195 C).
