Scrambler by the rocket launcher gives message in Russian presumably automatically translated since originally sent from US military base most probably in English and is translated back in English by Austin absolutely incorrectly. The original text says "... no vacations for personnel until further notice..." and other similar things but there's no word about number sequence or instructions on how to handle the launcher control.
