Kang sends Dave Forbes to find and kill Mike Banning, while Kang has numerous other henchmen who could do the job. However, Banning didn't know Forbes was a spy/traitor, so Forbes is the perfect person (and Forbes almost succeeds in tricking/killing Banning).
