Burnett and Stackhouse are being "painted" by the SA-8 Soviet-type SAM (surface to air missile), which is a portable, mobile radar guided system that fires ELAR 9A33BM3 type missiles, which are only good for short ranges. They are incapable of making multiple in-flight course changes as shown in the movie, mostly because the U.S. fighter aircraft are capable of automatically deploying chaff to fool the missile, and thus flares, which are used against heat seeking missiles, would have been useless and not deployed as shown. Once the missile has been fooled, it is incapable of reacquiring an aircraft making highly evasive course and altitude changes as depicted. The SAM's would have simply continued on their last fooled course until they ran into the ground or ran out of fuel.
