Vrataski explains that she lost the power to reset time after she was given a blood transfusion. However, it is impossible for her to know this for certain as the only way to have proved it would be for her to die without time subsequently being reset, which would have resulted in her being permanently dead.
It is established in the movie that Cage "feels" he lost his power. The same would be true for Vrataski.
