The movie condenses the narrative of Frodo leaving the Shire, causing a plot hole. Gandalf leaves the hobbits to visit Saruman in Isengard, intending to meet them in Bree, just outside the Shire. However, even riding a horse, there is no way that he could get to Isengard, take counsel from Saruman, and come back to Bree before they arrive. Even ignoring the book, it is clear from the subsequent movies that Isengard is a very long way away. It is also hard to understand Gandalf's motivation for leaving the hobbits with the Ring, rather than taking them with him.
