When Payne first tells Jack about the bomb on bus 2525, Jack is speaking on one of a bank of pay phones. Payne mentioned that the bus is still in Venice (and, therefore, not yet above 50mph). Why didn't Jack just move to another phone and call the police department to have them direct the bus driver to stop the bus at that point, before the bomb was armed?
