In the restaurant scene Dzhanibekov's wife says that Gorbachev has ordered an alcohol prohibition. Later this is also discussed on board of Salyut, with reference to cops, implying that drinking alcohol may result in arrest. Gorbachev initially didn't prohibit alcohol, only cut back production and distribution.
