A rail gun that fired a projectile of nearly any mass at speeds that are a fraction of the speed of light (relativistic speeds) would cause immense damage whether or not it struck its intended target. In fact, the kinetic energy released when the projectile struck anything would almost certainly be enough to injure or kill the shooter, especially if that person was within several miles of the target.The weapon used in the film was far too powerful to be useful in the scenarios shown.
