One of the terrorists was shown in the lavatory using a pocket knife to cut packages of clay and a large cell battery to make a fake bomb and later used on the pilots and some passengers. Even before 9/11, knives were restricted on public flights (box cutters were reported to be used) and the otherwise benign materials should have set off some suspicion at security.
