After they leave the Lady of the Woods on boats the Uruk-Hai are running next the river and could have easily shot them with arrows and got the hobbits and the ring.This is not the case as the Uruk-Hai are not actually running next to the river at this point. The preceding montage of the Uruks on foot inter-cut with the Fellowship in their boats makes it clear that the Uruks are pursuing them but have not caught up with them yet and are certainly not able to see them or in a position to shoot arrows at them.
