When Gordon and Shugart are requesting to go in and set up a perimeter at Durants crash site. It's shown that General Garrison is talking to them on the radio prior to so he can understand the request. During the actual event Garrison never got on the radio during the whole event. He was just listening the radio chatter and getting updates the whole time. Although he did approve of the request, he left the decision up to the lead commander on the little birds over looking the events of the day.
