When the hunters attract young Alex to outside the reserve, the rope is very far from the fence, which means it had to be thrown from the outside to the inside of the reserve. The rope could only be thrown from the top of the fence, but when the rope is pulled back, near the hunters, we see it being pulled from the bottom of the lower wire of the fence.
