Early in the film Major Kraus states that the Germans need help from Dr. Hess because on the eastern front, they are suffering 'crippling losses." This was not true in 1941, when the film is set. The Germans had only invaded the USSR in the summer of 1941 and had great success for several months, taking hundreds of miles of territory. The heavy losses the Germans would experience on the eastern front would come later in the war, not in 1941.
