Colonel Hicks is wearing the branch insignia of the Army's Office of the Inspector General on his lapel. The IG basically performs non-combat inspections and audits on Army units. The commander of a combat operation would be an officer from a Combat Arms branch (Infantry, Cavalry, Special Forces, etc.)
