This film is meant to take place simultaneously with The Bourne Ultimatum - Il ritorno dello sciacallo, circa February 2005. One display screen error nullifies this. At 1:21:03, Cross shows Shearing he used to be PFC Kenneth Kitsom. Kitsom was listed as KIA on November 17, 2003. At 1:08:38 Cross told Shearing she had seen him for "thirteen exams over the last four years." Presumably Shearing only saw him to monitor him once he was fully changed and trained, as she was unaware of the fact he was 12 IQ points under the minimum for enlistment, and that without continued intellectual enhancement they would not survive.Taking the November 2003 date as the date Kitsom was accepted into the Outcome program and taken off the Army books, he would have needed extensive training as he was a low-level infantryman. Conservatively this would have been at least six months, as unlike David Webb/Jason Bourne, Webb was a Delta operator before joining Treadstone. Given this time frame, the events of The Bourne Legacy would have to have taken place no earlier than fall 2008 to winter 2009 given the climate seen in the US scenes.
