The film doesn't explain why there is only one Falcon armor. Specially since the man who wears it is established as a former soldier at service of the United States, which means the United States would have the patent to replicate the armor. In Iron-man 2 the government of United States is aggressively fighting for Tony Stark to grant them the patent to mass-produce his Iron-man suit for the army. With a race going where armor contractors are trying to replicate the armor. Given how the flying armor used by Falcon would the closest thing to the Iron-man armor, it doesn't make sense for the United States government to simply sit on it, instead of attempting to replicate it's success. Neither it makes sense for them to let the armor sit at the Falcon's house, where it could be easily stolen by other countries spies.
