(at around 22 mins) At the end of the confrontation between Lucius Malfoy and Mr. Weasley in Flourish and Blotts, Lucius Malfoy says, "See you at work," to Mr. Weasley, but Lucius Malfoy doesn't actually work for the Ministry of Magic. While he doesn't in the books, there's nothing in the films to say that he doesn't, plus he does visit the Ministry regularly, so may see Arthur then.
