When McClane pushes the Police Chief into the wall and then shoots him with "blanks", 2 things happen.
1 From the range of no more than 5m the Police Chief would have been shot (and possibly killed). Blank ammunition have an effective range of up to 30m. Yes you can kill small game like rabbits with them.
2 The sub-machine gun used would have been a 1 shot manual reload. Without a BFA (Blank Firing Appendage) fitted to the barrel, there isn't enough gas travelling down the barrel to eject the spent blank round. The SMG would have fired only 1 round before needing to manually cycle another round.
