When briefing the National Security Advisor and the Joint Chiefs on the increased activity of the Soviet fleet he says that "heat blooms were detected in the engineering plants (reactors) of the Kirov, the Minsk and more than 20 other cruisers and destroyers". This is largely incorrect, Soviet warships were almost entirely conventional powered, only their submarine fleet was nuclear powered, the only nuclear powered surface warship the Soviet Navy had was the Kirov-class guided missile cruiser, of which there were only three. The Minsk was a Kiev-class aircraft carrier powered by steam turbines, and the rest of their cruisers and destroyers were diesel powered.
