When Keys and Mouser think that Guy is a player who hacked the code to use the appearance of an NPC as skin, they appear in the game as players, although they still have all the advantages of coding the game. However, when Mouser wants to stop Guy and Millie from reaching the waterfront, he says to Antwan that there is nothing he can do because there is no NPC that he can control (they're all on "strike").
