Horst is supposed to be a member of the Organization Todt (Third Reich civil and military engineering group). During the American Intelligence meeting slide show, documents of German secret weapon designs are shown and it's said these were photographed in his home, although Todt did all the building of the secret weapons facilities. Other then Todt commander Albert Speer who was also Minister of Armaments, lower ranking Todt member's would not have access to secret weapons designs.
