The bounty hunters that Blondie saves Tuco from at the beginning are waiting for Tuco to come riding towards them. Tuco hasn't being stationary, and he isn't being pursued to set him into a trap, so there's no way the bounty hunters could have possibly tracked him and predicted where he would be.
