While it's technically accurate that the only person killed by the bomb in the hi-rise was (supposedly) the bomber, the security guard was still killed when Howard stabbed him with the screw driver. The guard's body is never seen, and his absence subsequently goes unnoticed. A possible in-world explanation might be that the villain bombed the guard's dead body before he ran away, so that unrecognizable remains of the poor guard was later misidentified as that of the villain's, which also explains why the total body count of the first crime was thought to be just one.
