(at around 33 mins) When President Roosevelt is expressing his dismay with the Americans not doing more to aid the Allies in Europe he mentions that the US needs to send more tanks to Britain and Russia, to provide aid. At this point in time, early 1941, Russia was still an ally of Nazi Germany. They didn't start fighting on the side of the Allies until after the invasion of the Soviet Union in June 1941 and were not considered part of the Allies until January 1942.
