When Picard is in the missile silo and senses the Borg have survived, he calls up the the Enterprise and speaks to Worf, who has been left in command. Worf was previously the third officer of the Enterprise-D, but has never served aboard the Enterprise-E and is not part of its command structure. He was assigned to Deep Space Nine nearly two years prior. With Picard, Riker, and Data all down on Earth (an unusual move given how strict Riker typically is about not placing Picard and the Enterprise's command crew at risk), command should have fallen to the Enterprise's third officer, whoever that may currently be.
