A tsunami is a temporary displacement of water due, and the water level in San Francisco would not have ever been stable at a high level, much less remained high after the event. The only other explanation for higher water levels would be a massive subsidence of land, but a subsidence of several hundred feet would have been far more destructive than even what this movie portrayed.
