Bond accepts a Vodka Martini acknowledging that it was prepared to his taste because it was "stirred, not shaken." Bond always took his Martinis "shaken, not stirred." This is obviously not a goof and in the script. And, of course, the meme itself is a metaphor for Bond's mentality.(Note: Bartenders know that Vodka Martinis should be stirred, shaking waters it down .)
