Towards the end of the movie, we see two scenes: the President of the U.S. and the General Secretary coming into the hall to make a statement about the treaty and Gene Hackman having to stop at a RR crossing because of a train. The next scene is the President/General Secretary leaving the conference, seemingly having made statements concerning the treaty. And yet Gene Hackman is still at the RR tracks with the train just finishing crossing. It is highly unlikely that the train crossing would be so long as to take up the entire time of speeches by the President and General Secretary.
