Eli Raphelson (who is later revealed to be the mastermind behind the attack) has himself in his office (Speaker's) at the time the bomb is set to go off in the Capitol building. He wouldn't know how effective the bomb explosion would be in the building, his office could've likely collapsed. Thus, he might've died and his plan would not have entirely succeeded.
