When the Ranger tells Herman he's under arrest for stealing the helicopter he is talked into letting Herman go because "it's Christmas". The Ranger releases Herman, even though Herman has committed several acts of theft & vandalism. He even tried to hurt Mrs. Throckmorton & Snively by starting an avalanche aimed at their car.
