When Mr. Hand refers to the Platt Amendment, what he is actually referring to is the Teller Amendment to the appropriations bill that gave President McKinley the money to raise troops to help the Cubans win their independence. The Teller Amendment reiterated the promise that the US would not make Cuba a possession of the US and guaranteed that the US would fulfill its promise to recognize Cuban independence. The Platt Amendment was added to the bill that organized a civilian government in Cuba after the war and gave the US the authority to intervene in Cuba at its discretion and gave the US a 99 year lease on the Guantanamo Naval Base. The base was supposed to be returned to Cuba in 2001, but the US maintains that the base can only be returned to the legitimate Cuban government. The current Cuban government is not recognized by the US.
