Even if it were possible for Quaid's actions to create an atmosphere on Mars and provide air, the average daily temperature on Mars is about -90° due to its distance from the sun, and not like Earth. The people from Sector G and elsewhere would not be able to wander outside unprotected on Mars as if it were a temperate environment.
