When Scott tries to visit his daughter on her birthday the stepfather (who is a police officer) tells Scott he's not entitled to be there (ostensibly because without a job he has't been able to pay child support).In the eyes of the law, the parent who owes back child support payments still has the right to visit with the child. Child support and child custody are two different issues. In fact, refusing to allow your child to visit with your co-parent because he or she has unpaid child support could jeopardize your good standing with the courts. A police officer would certainly know this.
