The movie makes numerous references to Black Widow (born in 1984) being part of the KGB, which folded in 1991. She would have been about six in order to have been in the KGB. But the geo-political history of the Marvel Cinematic Universe is not necessarily exactly the same as in the real world. For instance the flying car being invented during WWII means that history is not exactly as we know it. Even HYDRA (an off shoot of the Nazi party) continues for decades after WWII. The birth-date given is also only what Zola, who is not omniscient, knows to be true.
