At the end of the second task, Dumbledore announces that the judges have agreed to award Harry Potter second place for his performance in the Black Lake. However, at the start of the third task, Dumbledore says that Mr. Diggory and Mr. Potter tied for first place in the previous challenge. He means they are tying for first place in the tournament overall, after adding their scores from both of the previous tasks.
