The other three cops cover Axel as he follows Todd into the chop shop, yet suddenly stop shooting and apparently duck out of sight when Axel makes it to the back of the wrecked unmarked Ford. Ellis then gets out of the Taurus and shoots Todd twice, before slowly spotting Foley, and shooting at him again several times. It is unbelievable that not one of the other three cops sees/hears what is going on and looks to protect Foley further by shooting Ellis, who is standing right in front of the open doorway in a clear line of fire.
