While the monoliths are "neutralized" by the salt water rinse, it is established that all it does is prevent them from growing and that once they come into contact with water they will grow again. Therefore, while blowing up the dam and flooding the wash with the salt water did stop the monoliths for the moment, once it rains again the rocks will again begin to grow and spread.
