At the beginning of the movie, the storks pass by delivering babies all over the circus. Two tigers appear during this part of the movie, waiting for their 'delivery'. A sack glides down, and three baby tigers come out of the sack; so there are two adult tigers and three baby tigers. After that part of the movie, the babies disappear and there is one more adult tiger, thus three adults.
