In the Cave of Wonders, the Genie says: "Rule number three. I can't bring people back from the dead. It's not a pretty picture. I don't like doing it." If he doesn't like DOING it, it means he CAN DO it, which contradicts rule number three. However, it's possible that he's implying that he wouldn't do it even if he could.
