The film is set in 1966, Robert McNamara was the U.S. Secretary of Defense at the setting. The U.S. Secretary of Defense shown (as played by Alexander Knox) does not appear to be a caricature of McNamara. However, film franchises are known for having fictional heads of government/departments. The Bond films from 'For Your Eyes Only' till 'The Living Daylights' had a fictional Minister of Defence (Frederick Gray played by Geoffrey Keen).
