The entire premise of the movie is that a government minister's daughter is kidnapped to force him to sign a contract. As soon as the contract is signed, the daughter will be returned. There is no logical reason for the minister to not go ahead and sign the contract, recording the meeting, then, as soon as his daughter is returned, he publicly announces what happened, arrests everyone he can get his hands on, and declares the contract void. Governments can declare any contract they enter void for much less valid reasons.
