At the end of Back to the Future 2 the Dolorean gets hit by lightning and gets sent back in time without going 88 MPH. Even though Marty thought the lightning vaporized the Delorean and killed Doc Brown, in Back to the Future 3 Marty and the Doc both know that the car still needs the gasoline engine to get the car up to 88 MPH to make it work.
It couldn't just sit still and go to another time by getting hit by lightning, or using Mr fusion, or plutonium.
In all situations and times the 88 MPH was important to make it work.
