When the Herbology class starts, Professor Sprout states she has given everyone a pair of earmuffs because the screams of the mandrake roots can be fatal. When Neville Longbottom faints the professors says that Longbottom has been neglecting his earmuffs. He would not have been responsible for caring for earmuffs that had just been given to him by the teacher. She means that he was neglecting to use them, not that he was mistreating them.
