The FBI is able to quickly shutdown all cell signals once they determine where Liz will be left with the explosive vest so the sniper can not call in the kill. They then determine that the vest is wired to receive a cell signal to detonate. Can't they simply disable the cell signal again to not allow her vest to receive the detonation signal?
