Harry throws the salt at Seabass in a Pennsylvania diner. Later the same man attacks Lloyd in a Nebraska bathroom. It's possible that Seabass is a trucker and happens to be in different parts of the country at different times through traveling (the diner and gas station bathroom would not be unfamiliar places for truckers).
